DUBAI, United Arab Emirates — U.S.-based brokerage Robinhood has received regulatory authorization to establish its Middle East operations in Dubai, positioning the company to introduce its retail investing platform to the region in 2027.

The expansion, announced by the Dubai International Financial Centre, gives Robinhood a regional headquarters in one of the Middle East's major financial centers. The development marks another step in the company's international expansion as it seeks to reach investors beyond its established markets.

Robinhood's arrival could also intensify competition in the region's retail investment industry, where digital brokerage platforms and established financial institutions already offer access to domestic and international investment products.

According to the Dubai Financial Services Authority's public register, Robinhood MENA Limited received its license on July 20, 2026, authorizing the company to arrange investment transactions and custody services for retail clients.

The authorization applies to 10 categories of financial instruments, including shares, futures, options, investment tokens and crypto tokens. DIFC said Robinhood's planned offering would provide access to products such as equities and exchange-traded funds, alongside digital assets.

The regulatory permissions are an important step toward the company's regional launch, although they do not mean that its full product range is already available. The DFSA register specifically authorizes arranging deals in investments and arranging custody, rather than directly conducting every type of trading or custody activity. Robinhood expects to introduce its product suite in 2027.

Vlad Tenev, chairman and CEO of Robinhood, linked the decision to the company's broader international ambitions. “The DIFC is one of the world’s most important financial hubs, and our expansion there brings us closer to building a global platform that enables anyone, anywhere to own the highest quality financial assets,” Tenev said.

The expansion places Robinhood in a region where retail investors already have access to digital investment services, creating a different competitive environment from the one the company encountered during its early growth in the United States.

UAE-based investment platform Sarwa is among the established operators serving the market. Its investment management entity is listed in the DFSA public register, illustrating the presence of locally established financial technology businesses operating within Dubai's regulatory framework.

Robinhood's entry could increase competition over investment fees, product selection and access to international financial markets.

Access to investment products is only one consideration for retail customers. Currency conversion costs, account funding methods, withdrawal arrangements and customer support can also influence which platform an investor chooses.

Johann Kerbrat, senior vice president and general manager of Robinhood Crypto and International, highlighted the company's interest in the region's retail investment market. “The DIFC has quickly become one of the world’s most dynamic centers for financial innovation, situated at the heart of a rapidly growing wave of retail investors across the MENA region. We are excited to deliver the modern, accessible financial tools these investors deserve,” Kerbrat said.

Robinhood's decision to establish its regional headquarters in the DIFC adds another international financial services company to Dubai's regulated investment industry.

The DIFC operates under a financial services framework overseen by the DFSA, which regulates authorized firms and their permitted activities within the center. Its regulatory structure provides a base for international companies seeking to establish operations in Dubai.

His Excellency Arif Amiri, chief executive officer of DIFC Authority, welcomed Robinhood's decision and emphasized the potential contribution of international investment platforms to the region's financial markets.

“The arrival of one of the world’s most recognised retail investment platforms further strengthens DIFC’s ecosystem and reflects the calibre of international firms choosing Dubai as a base for regional expansion. With its proven ability to broaden participation in financial markets, Robinhood is well positioned to contribute to the continued development of the region’s investment landscape and to connect a new generation of investors with opportunities across global markets,” Amiri said.

Robinhood's regional operations will be led by Salah Kaddoura, senior executive officer and president of Robinhood MENA. According to DIFC, Kaddoura brings experience in financial technology and investment services across the Middle East and North Africa and will oversee the company's expanding local team.

“The demand for modern, accessible financial tools across this region is immense,” Kaddoura said. “From our new home in Dubai’s premier financial hub, we’re looking forward to building Robinhood’s regional presence and expanding access to the global financial ecosystem for a new generation of investors.”

The appointment establishes a regional leadership structure ahead of the planned product launch.

The Middle East move follows an earlier international expansion in Europe, where Robinhood launched tokenized stock and ETF trading for European Union customers in June 2025, with more than 200 tokenized equities and ETFs available at launch.

The European offering introduced blockchain-based exposure to financial assets, extending Robinhood's services beyond conventional brokerage products. Its development reflects the company's efforts to combine traditional investment services with digital asset infrastructure.

Robinhood's Dubai authorization also includes arranging services involving investment tokens and crypto tokens.
