Oman Launches National Fintech Strategy and Digital Portal

Oman has launched a National Fintech Strategy alongside a digital portal intended to help financial technology companies navigate the country’s market. The initiative brings together financial regulators and government agencies under a common plan for developing digital financial services, according to an Oman News Agency report.

The strategy gives the Central Bank of Oman (CBO) responsibility for overseeing implementation and coordinating the participating institutions. It does not transfer their regulatory powers to the central bank: each authority will continue to exercise its existing legal responsibilities. That structure places coordination at the center of the plan, which also calls for a framework to track progress and accountability.

The launch comes as Oman seeks to expand access to financial services and develop its digital economy under Oman Vision 2040.

A Single Entry Point for Fintech Companies

The Oman Fintech Portal is the most immediate public-facing part of the launch. It is designed to help entrepreneurs and fintech companies understand market requirements, assess their readiness and identify the authorities relevant to their plans. It is also intended to streamline initial application steps and connect applicants with potential partners.

A company exploring an Omani launch may need to understand requirements across more than one part of the financial sector. The portal is meant to provide a clearer starting point for that process. The announcement describes a route toward engagement with regulators and possible market entry; it does not say that using the portal grants a license or replaces the approvals required by those regulators.

The portal will also be integrated with the Invest Oman platform. Ibtisam Ahmed Al Farouji, an undersecretary at the Ministry of Commerce, Industry and Investment Promotion, said the link is intended to make it easier for prospective investors to find information and reach the relevant parts of the business ecosystem. Invest Oman’s fintech page sets out the strategy’s stated priorities, including regulation, skills, infrastructure and international connections.

Regulators Share the Work

The CBO developed the launch in strategic partnership with Oman’s Financial Services Authority (FSA) and Estidamah, the Ministry of Finance program for fiscal sustainability and financial sector development. Other participating bodies include the ministries responsible for commerce and technology, the Telecommunications Regulatory Authority, the Authority for Small and Medium Enterprises Development, and Invest Oman.

Their roles reflect the range of issues a fintech business can encounter, from financial regulation to technology and company development. The FSA said it would continue working with other authorities on rules for innovation in the nonbanking financial services it oversees, including capital markets and insurance. The CBO will coordinate the national strategy while retaining its own responsibilities in the banking and financial sector.

Oman already has mechanisms for testing financial technology. The CBO’s regulatory sandbox allows eligible products to be tested in a monitored environment, while the government services portal describes a service for institutions and startups seeking to test innovative projects with a limited group of customers. The new strategy brings existing and future work into a broader national framework.

CBO Governor Ahmed Jaafar Al Musalmi presented the strategy as an effort to support innovation while protecting financial stability, cybersecurity, consumers and trust in the financial system. The launch report also identifies digital infrastructure, specialized skills, cooperation between public and private organizations, and systems that work together more effectively as areas of focus.
